Others The participant(s) shall provide a title and a brief description of no more than 200 words explaining the key ideas or messages of the short video.

Participants are required to submit their entries through their schools or by themselves via the website of the Competition on or before 23:59:59 on 6 October 2021.

20 entries will be shortlisted based on the assessment criteria 1-3 below, and the winning entries for each prize/award will be assessed and selected by the judging panel.

The assessment will be made according to the following four major criteria and weightings respectively for the entries from secondary schools:

1 Relevance: relevance of the content to the theme 40%
2 Creativity: creative concept, innovation, originality and innovative presentation 30%
3 Production: composition, aesthetics, audio and visual effects 20%
4 Online Views: 20 entries will be shortlisted by the judging panel for public viewing, with the final number of views as one of the assessment criteria 10%

Selection of the shortlisted entries: by the judging panel based on assessment criteria 1-3

Champion, 1st Runner-up and 2nd Runner-up: based on assessment criteria 1-4

Best Participation Award for Schools: based on the number of videos submitted

My Favourite Video Award via Online Voting: based on the number of views and likes online

Best Director/Cinematography/Editing/Script/Actor: based on the overall use of camera movement, shooting techniques, story content, actors’ engagement, etc. as assessment criteria

Terms and Conditions of the Competition
The submission of entries by the participants constitutes their acceptance of the terms and conditions set out below and those who fail to comply may be disqualified:
(a)
Entry forms must be completed with true and correct personal particulars. Participants are required to submit the completed form together with the entry via the website of the Competition;
(b)
Once submitted, the entries shall not be modified and returned to the participants. Participants can keep backups before submitting their entries;
(c)
The Government of the Hong Kong Special Administrative Region (“The Government”) and U Magazine will not take any responsibilities associated with any loss, delay or error in the submission of entries due to any reason whatsoever;
(d)
The date of entry submission will be based on the date of the website of the Competition. Any late submissions will not be accepted;
(e)
The participant(s) shall keep the content of his/her entry confidential and take necessary steps to ensure the same is not disclosed to any third parties throughout the Competition before the announcement of the Competition results;
(f)
The Competition is not open to family members of the Department of Justice, employees of U Magazine and adjudicators of this Competition;
(g)
The Department of Justice and employees of U Magazine reserve the right to interpret and amend these terms and conditions (including the assessment criteria), provided that such decisions are made consistent with the objectives of the Competition. Participants shall not raise any objections to such decisions;
(h)
Participants must abide by the decisions of the judging panel, which shall be final;
(i)
The Government and its authorised users (including the Department of Justice and employees of U Magazine) shall have the right to use, including copying, issuing and making available to the adjudicators and the public, all entry forms, entries and all other materials submitted by participants for purposes of adjudication and other related purposes;
(j)
The participant(s) also agrees that the Government and its authorised users have the right to publish the shortlisted/winning entries and the personal particulars of the shortlisted participants/winners (including name, school name and age) in any media for voting and publicity purpose;
(k)
All winner(s)/individual member of the winning team, his/her parent or guardian, will be required to sign a declaration and confirmation form in respect of the intellectual property rights of the winning entry, otherwise, the winner/winning team will be disqualified and no prize(s) will be awarded;
(l)
The participant(s) agrees and allows the Government and its authorised users (including the Department of Justice and employees of U Magazine) to use his/her entry for non-profit-making purpose or activity, who may also modify, translate, adapt, use, duplicate or distribute wholly or partly the contents of the entry according to the purpose or activity, without the need to pay any fee to the participant; (*the term “non-profit-making” refers to policy initiative or educational purpose)
(m)
The participant(s) warrants that the entry is the participant’s original work and it does not infringe the intellectual property rights, audio-visual copyrights, privacy rights or any other rights of other persons, and if other people’s work materials is involved, he/she is required to obtain prior written consent of the original author, otherwise, he/she will be disqualified. The participant also warrants that the entry has never been published or submitted to other competitions, otherwise, he/she will be disqualified. The entry shall not contain anything defamatory or libelous and illegal element. The participant also warrants that the use or possession by the Government and its authorised users of the entry or any part thereof for any purposes including those contemplated by these terms and conditions does not and will not infringe any intellectual property rights, audio-visual copyrights, privacy rights or any other rights of any person. The participant shall be liable for any infringement of intellectual property rights, audio-visual copyrights, privacy rights or any other rights of any person and shall indemnify the Government and its authorised users all costs (including legal costs), losses, damage and liabilities of any nature arising from or incurred by reason of any allegation of or claim for infringement of any intellectual property rights, audio-visual copyrights, privacy rights or any other rights of any person, or the participant’s breach of any terms and conditions of this Competition; and
(n)
Each participant shall irrevocably waive all moral rights (whether past, present or future) in his/her entry. Such waiver shall operate in favour of the Government and its authorised users and shall take effect upon the submission of his/her entry.
Others
  • If there is any inconsistency between the Chinese and English versions of the details, terms and conditions of the Competition, the Chinese version shall prevail.
  • The participants’ personal information provided in the form will be used by the organiser/co-organiser for the purposes relating to the Competition only and treated as confidential, except the names, school names and age which will be published according to the terms and conditions of the Competition.
  • Participants have the right to request in writing for access to or correction/deletion of their personal information held by the Commission. The collected personal data of the participants of the Competition will be used by the Department of Justice and employees of U Magazine only for relevant purposes such as handling matters relating to the Competition and communication with the winners.
  • Personal data provided by the participants will be destroyed within three months after the Competition, except the names, school names and age which will be published according to the terms and conditions of the Competition.
